Blue and phosphor-converted light mix to white
Read the diagram
Inside a white bulb. A blue LED excites a phosphor, which converts some light to longer wavelengths. Some blue remains; their mixture supplies white light. The driver supplies the LEDs and the body carries heat away.
Original functional schematic; dimensions and motion are exaggerated, not measured. Selected phosphor-converted bulb. Driver topology, package structure and heat-sink shapes vary. Heat-path basis: ENERGY STAR Learn About LED Lighting.

White is a mixture
An LED is a semiconductor light source. Current passing through the device produces light in a relatively narrow color range. A phosphor-converted white LED adds another material that absorbs some of the short-wavelength light and emits a broader range at longer wavelengths.
The coating does not have to convert every photon. The combined output includes light from the chip and the phosphor. Other white LED systems mix several colored LEDs instead, so a blue chip with phosphor is an example rather than the only route to white.

The driver affects the output
The bulb's electronics supply the LEDs. DOE describes how driver design affects whether their light output stays relatively steady or varies with time. The frosted outer cover can spread the light, but it cannot perform that electrical control.

The base still has heat to lose
LEDs produce heat as well as light. The package and heat-sink structure conduct heat toward the surrounding environment. A white glow therefore does not mean the semiconductor is making light by heating a filament until it glows.

The thing to remember
A white LED bulb combines a light-emitting chip, color conversion, electrical control and heat removal.
What this example leaves out
This explains a phosphor-converted bulb. Chip colors, driver circuits, phosphor placement and heat-sink shapes vary.
