The crystal is a clock reference, not a battery
Read the diagram
The battery supplies electrical energy to the oscillator electronics and motor drive. The vibrating quartz provides a timing reference to the circuit. Dividing and drive electronics produce motor commands; the motor and gear train move the hands. In the cited Seiko 7B75 example the oscillator frequency is 32,768 Hz, but the crystal does not power the hands by itself.
Original functional component map, not a literal PCB, tooth count or exact gear train. The battery-to-quartz branch denotes oscillator drive circuitry, not bare DC applied to an isolated resonator. The motor-to-hands arrow includes gearing. No universal hand step rate, divider count or accuracy is assigned.

The crystal repeats much faster than the second hand moves
A shaped quartz resonator and its electronic circuit form an oscillator. Seiko describes a tuning-fork-shaped crystal as one important watch construction. The electrical circuit drives and sustains the shaped crystal's regular vibration, producing the repeating reference signal.
The exact frequency belongs to the design. Seiko's specification for caliber 7B75 lists 32,768 Hz, meaning that many cycles per second. That is a named example, not a requirement imposed on every watch containing quartz.

A divider turns fast repetition into usable timing
The circuit doesn't send each of those thousands of cycles directly to the visible second hand. A frequency divider produces slower timing signals from the oscillator reference. The 7B75 specification explicitly lists oscillator, divider and drive circuitry, alongside its step-motor system.
The motor turns electrical drive pulses into motion. Gears distribute that motion to the hands at their different rates. CITIZEN's description of its analog quartz construction likewise separates crystal, circuit, motor, gears and hands.

The battery powers the movement
The crystal doesn't power the watch by itself. An energy source keeps the electronics and drive operating; in a light-powered quartz design, light replenishes stored electrical energy. Measuring the rhythm and supplying energy are different roles.
Nor is a crystal perfectly indifferent to its surroundings. CITIZEN describes temperature, orientation and oscillator construction as factors in precision. Some watches also receive external time corrections. A quartz-controlled mechanism is therefore a way to keep a stable pace, not a promise that every product keeps exactly the same time.

The thing to remember
The oscillator supplies a fast reference; electronic division and a motor convert that rhythm into the much slower motion of hands.
What this example leaves out
This selects analog quartz architecture. Frequencies, drive pulses, gears, charging and external synchronization vary. 32,768 Hz is the cited 7B75 example, not a universal watch specification or accuracy guarantee.
