A changed burr gap changes the exit
Read the diagram steps
Wider exit. Peppercorns enter between a rotating inner burr and a surrounding burr. Relative motion traps and breaks them. A wider exit gap permits larger fragments to leave.
Narrower exit. Moving the adjustable burr narrows the exit gap. Pieces must break down further before passing through that smaller opening. Adjustment details differ among mills.
Functional burr section. Teeth, pepper fragments and gaps are enlarged; no measured particle size or universal adjustment direction is implied.

First catch the corn, then reduce the pieces
The reservoir holds whole peppercorns above the grinding mechanism. With the mill upright, corns can feed down into its entrance. Your hand turns the head and its connected shaft while the outer grinding part stays with the body.
Peugeot describes two sizes of groove in its pepper mechanism. Larger channeling grooves bring peppercorns into the working region and crack them; smaller, sharper grooves grind the broken pieces. Rotation keeps bringing new material against the surfaces instead of merely spinning an intact corn in an empty chamber.

Changing the gap changes the grind
The inner grinding part sits within an outer part, leaving a working clearance between their grooved surfaces. Changing that spacing alters the grind: a wider gap produces coarser particles and a smaller gap produces finer ones. A traditional threaded adjustment moves the inner part along its shaft, changing its position within the outer part.
On Peugeot's traditional Bistro design, the top knob is the control: screwing it tighter gives a finer grind, and loosening it gives a coarser one. That direction belongs to this construction. Other mills use a separate ring or fixed settings, so the top cap is not always a grind control.

Your wrist supplies the fracture energy
Torque from your wrist travels through the head and shaft to the inner grinding part. The fixed outer part provides an opposing surface, so the pepper is squeezed and broken between the two rather than simply carried around with the shaft.

The thing to remember
The groove shape catches and breaks the pepper; the spacing between the grinding parts helps determine the texture that comes out.
What this example leaves out
The two-stage groove description is Peugeot's pepper mechanism. Burr geometry, adjustment hardware and permitted spices vary; a pepper mill's construction does not establish that it can grind salt or every other spice.
